Job Summary:
We are seeking a motivated individual who is experienced and a dynamic communicator to fill the role of the Communications Strategist, Communications Specialist 3 with the Minnesota State Lottery. As the Communications Strategist, you will be responsible for developing and executing internal and retailer communications, employee engagement projects, and strategic communications efforts through multi-channels to target audiences. The incumbent will measure, evaluate, and report on the effectiveness of communications efforts and will serve as a strong content creator and project manager, coordinating the production of multimedia materials to tell the Lottery's story and promote products and programs. This position will support the Director of Public Affairs and Communications in proactive efforts to advance the mission, promote the lottery and build relationships internally and externally with key stakeholders and will provide leadership on projects the Communications Specialist 1 and 2 are working on. This position will also support strategic communications projects on key initiatives including winners, beneficiaries, responsible gambling and external relations.
Responsibilities include but not limited to the following:
- Develop and implement an employee communications plan with the Director of Public Affairs and Communications to educate, enlighten, and engage employees by utilizing a variety of communications channels to promote a positive workplace culture, and support retention and recruitment efforts in collaboration with Human Resources team.
- Support marketing and sales efforts with engaging communications and exciting events to promote retailer products, programs, and prizes won.
- Cultivate and share lottery winner and beneficiary stores and blogs through multi-communications channels to targeted audiences.
- Perform other duties as assigned.
Minimum Qualifications

Position requires a minimum of three (3) years of Communication experience.
Experience must include:
- Program and time management skills to ensure multiple projects meet deadlines and deliver high quality outcomes.
- Develop, monitor, maintain and track information received through multiple channels using various tools.
- Strong writing and editing skills for a variety of communications including plans, key messages, employee announcements, newsletters, speeches, reports, blogs, news releases, reports, presentations and more.
- Developing and executing employee and internal communications strategies.
- Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
** Bachelor's degree in Communications, Public Relations, Journalism, Public Administration and related field may substitute for one (1) year of experience.
Preferred Qualifications
- An understanding of the operations, administration, structure, and governance of the MN Lottery.
- Expertise in analyzing and presenting data with spreadsheets, statistics, word processing and graphics software.
- Team Lead experience.
- Bachelor's degree in Communications, Public Relations, Journalism, and related field.

The Minnesota State Lottery will conduct a criminal background check and fingerprint check at the time of job offer for all prospective new employees.
